More states successfully defended community water fluoridation than did not
In 2025, 22 states saw action in the fluoride debate, with only 2 states enacting statewide prohibitions (Florida and Utah) and one state ending fluoridation via executive order (Oklahoma).
Per the map below, 16 states rejected any changes to fluoridation policy and three states still have bills pending (Ohio, Pennsylvania, and Massachusetts.)
2025 Fluoridation State Legislative Activity 
Seven states have provided public notification that they will debate fluoride policy in 2026 (Alabama, Iowa, Missouri, New York, Tennessee, Texas, and Washington.)
