WV Dental Loss Ratios Published

First Win of 2026 Legislative Session

The WV Office of the Insurance Commissioner has published Dental Loss Ratio information by provider on the Offices of the Insurance Commissioner (OIC) Health Insurance Information website.ย  The information is on the bottom of the website and includes data collected by the OIC from the period May 2025 through December 2025.ย  It can be found here and below:ย  Health Insurance Information

Our bill, SB 548, requires this information to be published on the OIC website – so we successfully advocated for this and won it without legislation!

There is a comparison of the West Virginia data versus Nationwide (NW) data for the same time period.ย  The data will be updated periodically.

As you know, our legislation sets a goal of an 85% DLR.ย  That means 85% of patients’ premiums should be used to pay for their care and 15% for administration of the plans.ย  Looking at the chart, shockingly, Cigna Health and Life Insurance has an average DLR of 36% in West Virginia!ย  That means more than half – 64% – is for administration of the plan.ย  Even worse, the national average for Cigna is 64%, which means West Virginians are getting much less value from this plan that other insureds with the same plan nationally.

WE ARE ADVOCATING FOR OUR PATIENTS TO GET VALUE FROM THEIR DENTAL INSURANCE and this chart proves many of them are paying for low-value plans.
