Dental Loss Ratio Legislation in 2025
In 2025, the momentum around dental loss ratio (DLR) legislation continues to build. As of now:
- 23 states filed DLR legislation in 2023
- 14 states have introduced legislation in 2025
North Dakota is the latest state to pass such legislation. Governor Kelly Armstrong signed House Bill 1481 into law, establishing:
- A minimum dental loss ratio of 75%
- A required refund for carriers that report a ratio below that threshold
