HB 2785 Scheduled for Hearing – Immediate Action Needed!
Last night, your WVDA Executive Director learned that House Bill 2785 — a dental loss ratio (DLR) bill promoted by dental insurance companies — is being heard TODAY by the House Finance Banking and Insurance Subcommittee.
WVDA Strongly Opposes HB 2785
The WVDA cannot support the DLR calculations proposed in HB 2785. Here’s why:
- The calculations use averages and standard deviations that are too complicated for patients to understand.
- Because the formula is based on an average, low-performing plans can hide behind high-performing ones.
- The bill does NOT help patients understand the actual value of their dental insurance.

Please contact the legislators below who sit on the subcommittee and tell them:
- “I do not support the calculations included in HB 2785.”
- “I support a bill with a similar concept, HB 2690, because it uses a simple DLR percentage that helps patients understand their plan’s value.”
